The Conclave
No motto. They communicate in memory impressions that don't translate.
The Conclave is the elder council that carries the deepest psionic memories - the fragmented impressions of what the Meridian once were and what they remember of the Vrael. They do not govern in any conventional sense. They offer weight, and the Meridian defer to that weight because they have learned what happens when it is ignored.
The Conclave has been in continuous session for nine months. They are not issuing public statements. They are not answering diplomatic inquiries. They are, as nearly as anyone can tell, terrified - and they have not been terrified in a very long time.
Players who achieve standing with the Conclave access the game's deepest lore content: psionic impressions from the Sundering era, fragments of what the Ancients knew about the Vrael, and the beginning of the mission chain to rebuild the gate seal. Conclave standing is slow to build and requires working through Wayfarer contacts first.
Space: The Nexus (the Conclave's inner sanctum) and The Sanctum (hidden sector). Do not patrol - they are never seen in a ship unless something is deeply wrong.
What they want: Time. Recovery of the gate seal knowledge. Preventing any of the other races from doing something catastrophic with the Ancient sites before they understand what those sites are for.
Starting standing: Varath: -50 | Keth: 0 | Meridian: +150 | Non-Meridian cannot exceed +300 without special quest
Missions: Memory recovery (visit Ancient sites and collect psionic impressions), protection of certain structures from extraction operations, message carrying between Conclave nodes.
Exalted perk: Conclave cipher - can read certain Ancient structures that are otherwise inert; access to Conclave memory archives (permanent lore unlocks).
